The City of Ottumwa Snow Emergency will be lifted, effective at 5 PM today, Monday, February 22, 2010. Once lifted, parking on City streets returns to the regular, posted regulations. The City appreciates the public's patience with the snow removal operation and regrets any inconvenience caused by the process.  

During snow events, City Public Works crews focus on keeping the snow routes and major streets open through the duration of the storm. This allows essential and emergency travel around town even in the worst of conditions. Once the snow stops, the focus shifts to clearing the side streets and residential areas.

Strategic Plan
City of Ottumwa held a series of strategic planning meetings in the fall of 2008 to solicit input for future planning of public services to the community.   The sessions give the City Council guidance from a large cross-section of the community regarding the needs and desires for the future of Ottumwa.   The City is assembled a focus group made up of representatives from the community including; seniors, youth, civic organizations, labor unions, business & industry, education, churches, health care.  Over 80 individuals participated in the planning process.     Click to read the Strategic Planning Summary Report.

Sec. 3-1. License--Required.
No person shall post any bill or sign except on his own property or advertise by distributing packages or handbills or other printed matter upon the streets or from house to house within the city without having obtained a city license therefor, which license shall be granted by the city clerk upon payment of a fee.

Sec. 3-2. Same--Fee schedule. 
(a)   The fee for a license to advertise by means of posters and billposting shall be $125.00.(b)   The fee for a license to advertise by means of handbills, other than posters, for each person employed, shall be:
(1)   One day, $1.00.
(2)   One week, $5.00.
(3)   One year, $25.00.

The City Clerk's Office is a department of two full time employees - the city clerk and a secretary.  The position of city clerk is appointed by the city council in accordance with Iowa Code Chapter 372.13 §3, and is to maintain city records and perform other duties prescribed by state or city law.  These records include all council proceedings, resolutions, ordinances, council minutes, and documents relating to real property transactions. 

The city clerk prepares the Council agendas from information provided by city department heads, city administrator, council and mayor.  The clerk also prepares agendas, transcribes minutes and retains records for the Ottumwa Civil Service Commission and Ottumwa Board of Health.  The City Clerk's Office supervises the regulation and the issuance of various required city licenses and permits, and maintains a register of said licenses as required by the Code of Ordinances of the City of Ottumwa, Iowa.
