MS4 - Municipal Separate Storm Sewer System
The City of Ottumwa is an MS4 City, which translates to: Muncipal Separate Storm Sewer System. The City is responsible for compliance with the federal MS4 permit, which is issued by the Iowa Department of Natural Resources.
The IDNR issues separate stormwater management permits to qualifying industrial and construction activities.
The MS4 permit is divided into six categories:
1 . Public Education and Outreach on Stormwater Impacts
2. Public Involvement and Participation
3. Illicit Discharge Detection and Elimination
4. Construction Site Stormwater Runoff Control
5. Post-Construction Stormwater Management
6. Pollution Prevention and Good Housekeeping
The City of Ottumwa is a member of the the Iowa Stormwater Education Partnership.
